We are proud to share that Elevating Fluency has been officially recognized by Johns Hopkins University as meeting ESSA Tier 4 Evidence. This certification affirms that our program has a well-defined, comprehensive logic model and reflects best practices supported by the science of reading.
The Johns Hopkins design review confirms that Elevating Fluency fully aligns with the principles of structured literacy, providing systematic, explicit, and evidence-based instruction that strengthens foundational reading skills and accelerates student growth.
The report also specifies that Elevating Fluency intentionally incorporates numerous strategies recommended by the International Dyslexia Association (IDA) to support learners with dyslexia and other reading difficulties. Additionally, the review highlights the thoughtful design components that ensure meaningful, accessible literacy and language development for multilingual learners.
This recognition represents an important milestone in our mission: equipping educators with high-quality tools that elevate reading success for all developing readers.


Elevating Fluency is committed to addressing the literacy needs of young readers. We have cultivated our experiences as Literacy and Biliteracy Coaches, Reading Interventionists, and classroom teachers to develop a fluency program for all levels of readers in the primary grades. Elevating Fluency is a highly engaging reading fluency program designed to strengthen early literacy through intentional prevention and early intervention. It also provides extension opportunities for strong readers. Reading fluency is essential for developing skilled readers, and the program includes differentiated reading passages to support learners across K–2+ classrooms. Elevating Fluency aligns seamlessly with the phonics scope and sequence of any structured literacy curriculum. The program builds vocabulary, strengthens oral language development, reinforces phonics through explicit decoding and encoding practice, and improves reading fluency and comprehension. Grounded in the science of reading, Elevating Fluency incorporates evidence-based strategies shown to support students with reading difficulties, including those with characteristics of dyslexia.
By providing three differentiated reading passages for each phonics skill, students are given the stepping stones needed to enhance their early literacy skills and move rapidly toward grade-level reading proficiency and beyond. Additionally, it can be used as an extension for students at or above grade level.
Students will read interesting passages that include both fiction and nonfiction as part of their early literacy development. They have a graph on their paper for several reasons. Self-tracking increases motivation and engagement, which leads to greater reading gains. The graph provides these young readers with immediate feedback on their progress—an important aspect of any reading fluency program. This visual tool is also key in connecting with parents, helping students communicate their reading success.
Parent involvement in their child’s early literacy development is a vital component of achieving literacy proficiency, particularly for students facing reading difficulties. Engaging in additional practice at home with concepts currently being taught, as well as revisiting previous concepts, benefits all children. Elevating Fluency offers a parent letter (available in English and Spanish) that explains the program and encourages family support. By having their children read the target words and passages aloud, parents can help strengthen reading fluency and reinforce concepts taught. Students often feel a sense of pride in their accomplishments, eagerly showcasing their reading fluency to their parents. This approach serves as an enjoyable and effective method to motivate striving readers to practice their skills at home in a meaningful way.
